Soccer Overview
LARC Soccer offers one of the largest programs in Southwest/South – over 300 children ages Kindergarten through ninth grade. Home fields are Lynnhurst and (Fundamental-K-1 only) Burroughs Elementary School. We strive to offer a quality program in which all coaches and City League participants receive several professionally-led training sessions. Because of large enrollment City-wide, teams with participants aged 4th through 9th grade are similar ability grouped in sub-leagues of about 8 teams each. Coaches and paid professionals from the Urban Stars league rate the teams’ abilities at season start. Ability-grouped leagues, hopefully, increase fair, enjoyable competition.
Participants are encouraged to bring their own balls. Fundamental soccer plays with Size 4, Grades 4-7 play with Size 5, and Grades 8-9 play with Size 6. Team bags will include about five balls. Participants provide their own shin guards. Socks, jerseys, and (City League only) shorts are included in the registration fee. Cleats are discouraged in K-1. Cleats are optional in all other age groups. Most players Grade 4 and older wear cleats.
Coaches and refs are trained to modified soccer rules which prohibit jewelry. No jewelry – that means no earrings, necklaces, wrist and ankle bracelets, pins, and no other piercings. This rule protects all players from injury. You will be asked to remove jewelry, even starter earrings. Participants who wear headdresses for religious reasons should discuss their requirements with their coaches. Generally, religious head coverings that are not injurious to others are permitted.
For 2007, play began the week of Sept 2. Most seasons finished mid-October. Tournament play took place the last two weeks and weekends in October. All teams may play in the end of season tournaments.
There are many good soccer choices in Southwest. LARC offers Fundamental skill development with young adult referees in Grades 2 and 3. City League play offers a variety of recreational level teams with very little driving. There are no overnight or all-day tournaments in the LARC program.
Fundamental Soccer Rules (Kindergarten and First Grade)
1) Participants in this league are boys and girls who are in kindergarten or first grade or have birthdays which fall in the age range on the signup sheet.
2) The purpose of this league is to "play to learn." Certainly, drills can be incorporated, but the emphasis is on playing to learn instead of instructional learning to play. Drills can be introduced as games. Traditional games can be introduced as drills, like red-light/green light while dribbling/stopping.
3) Roughly, the first half of "game time" is reserved for practice, and the second half for a game. Coaches are encouraged to stop play to "call" safety related fouls, like slide tackling (not allowed), excessive pushing, etc. Certainly, the children are learning game rules with game skills, so no child should be singled out for unusual embarrassment. Coaches may decide to keep playing the game and talk privately with the child on the field, if coaches believe that method is more effective than stopping the game. Offsides will not be called. Coaches are the unofficial refs.
4) All players are required to wear shin guards. Rubber cleats are allowed but not required.
5) All K-1 teams will use a size four soccer ball.
6) Soccer is a game that is played in all weather. Games are to be played unless there is unsafe or severe weather (lightning, tornadoes, etc.). The decision to play or not is made by the park. The park will call the coaches and the coaches will call the teams. Please ask parents not to call the park as it ties up phone lines. Make-up games can be scheduled by the coaches but check first with the park regarding field availability.
7) Score is not kept.
8) All players should play all positions and play an equal amount of time.
9) All coaches and participants shall abide by the Code of Conduct. (In Policies Section)
10) Coaches should have ready access to a first aid kit (ice and Band-Aids). Park has kits - ask, kits available at community center. Return at end of season.
11) Teams should shake hands at the end of every game.
12) Coaches may purchase and be reimbursed for basic coaching books/DVD’s etc. available at most bookstores. Submit receipts to LARC Board at community center. At end of season aids become property of LARC and will be distributed to next year’s coaches.
LARC/Armatage/Kenny Squirt Soccer League Season Rules
- Participants in this league are boys and girls who are in second or third grade or have birthdays which fall in the age range on the signup sheet.
- The purpose of this league is to build on the skills that were learned at the K-1 level and to have FUN.
- There are two (2) halves in a game, each lasting 25 minutes. There will be a five minute intermission at half-time. Running time can be stopped momentarily for injuries, etc. Games need to start promptly at the time listed on the schedule.
- Referees should be used at all games – parents or youth with some training. Referees should be arranged by the park’s coordinator. The referees are in charge of the games. The coaches shall abide by the referee’s decisions during the game. Any disagreements or concerns should be worked out by the coaches and referees. If there is a problem or suggestion regarding a referee, please contact the league coordinator. In the meantime, remember to model good sportsmanship for your players and support the referee’s best effort to call a fair game.

Want to Referee?
Sixth graders who complete a two hour training session in August or September may referee squirt games. To referee U11 and older leagues, refs must be at least of ninth-grade age, attend one or two training sessions in August, and buy a ref jersey. All positions pay and allow refs to preference days and fields. Interested Squirt refs please call the LARC Soccer Coordinator to get on list. Interest City League refs go to Minneapolis Parks Web Site ( minnepolisparks.org, Popular Pages, Youth Sports, Soccer Leagues) and contact City Coordinator on that page. Specific training information will be distributed in August.
Schedules
Schedules for City League soccer in 07 are stored on the Minneapolis Park Board Web Site. Go to minneapolisparks.org, then pull down menu under Popular Pages, then Youth Sports, then Soccer Leagues, then Schedules. If you cannot print schedule, inform your coach and request hard copy from coach. Your coach may need to direct you to participant Division within the Age Range using Team Name.
